The mayor insisted upon his request and the legislation was passed, granting $1 for street repair improvements and $2 for general municipal purposes. That the $1 for street improvement was not necessary, as the commis sion stated, is borne out by the fact that Of the appropriated for street improvements, the value of the work done this year, as stated on December 30, 1918, will be approximately and that 385 will remain unexpended, although contracted for. Thus this latter sum was unnecessarily appropriated, the tax rate was unnecessarily raised, and the money remained unexpended although contracts had been made at the extraordinarily high prices of last year, and the work will not be done until next year.
