He held the supreme power in the State, and he stood under the special proteo tion of the laws, any attempt upon his person being punishable by exceptionally severe penalties.5 The Russian imperial throne was passed on hereditarily, in order of primogeniture, in the male line of the reigning Romanov dynasty. Females might ascend the throne only if the male line of the Emperor ceased entirely, in which event the eldest daughter of the last reigning Emperor was to be made Empress. Under the provisions of the laws of succession, the imperial throne could never remain vacant. As soon as an Emperor died his heir ascended the throne, always being designated as heir by special imperial manifesto during the lifetime of the Emperor.
