There is a federation of ten planets with which there are social and economic ties, earth being too backward is seen as being a protectorate of the major planet and a none member of the federation. The story line is to look at earth as it was, and how it wll be several millenium in the future. In many ways the story is meant to be a spoof on our world as it is now, and its many shortcomings in the inability to spread our resources fairly to all mankind. Any apparent political or financial biasis ar purely coincidental and just part of the story.
