Book excerpt: Certain concepts already developed by the second author are extended here to produce an integrated urban land-use transportation model based on allocating land use to maximise the net sum of individual perceived locational and transportation utilities (surplus) across the urban area. The perceived utilities are taken to be distributed normally, with different standard deviations for the locational versus the transport utilities. This procedure is compared with the TOPAZ model framework, where trip distributions are determined in order to maximise travel entropy for given land-use allocations to maximise actual accommodation benefits minus accommodation and transport resource and time costs. A simple numerical example is provided to illustrate the trade-offs between resource costs and utilities in the two procedures.
