Its importance is such that for some countries, or rather their governments, it is synonymous with development. However, the special characteristics of developing countries, their differing resources, their geographical location and even the political and philosophical leanings of their leaders are the factors which cause industrialization to be viewed in different lights as an instrument of development. Thus, industrialization may be the result of a consistent industrial policy in which it is regarded either as the prime mover of development or as one of the components of harmonious and balanced development at sector level. It may also be the natural culmination of a development process of which the originating forces are either eternal to the country’s economic system or to the industrial sector. Industrialization is clearly only part of that unified strategy.
