Book excerpt: This report is a diagnostic assessment of the readiness of Cambodia to develop and manage public-private partnerships (PPPs). It was prepared jointly with the Agence Française de Développement (AFD), and it is part of a series of studies being prepared by the Southeast Asia Department of the Asian Development Bank (ADB). The study sets out the development strategy context for PPPs, reviews the enabling environment, and provides a gap analysis of current arrangements relative to international best practices. The analysis considers arrangements that can be put in place at the national and subnational levels, and identifies areas where AFD and ADB could provide assistance. The preparation of this assessment is an integral part of ADB's planning process to ensure coordination between the government’s priorities and those of ADB, especially as regards ADB's Strategy 2020 and the PPP Operational Plan.
