All bills against the city must be approved by the person authorizing the charge; and unless this is done, no action can be had upon the bill by the Committee on Accounts and Claims, and no order will be given for its payment. Bills so certified should be left With the city clerk on or before the second day of the month. If approved by the Committee on Accounts: and Claims, they Will be ready for payment on Thursday following the regular monthly meeting of the City Government.
