The resource exploitation and their utilization are two independent economic activities influenced by different algorithms and usually have manifested in core-periphery relationship. Reviews the persistent problems of economic development in perspective of exploitation of natural resources with the objective to provide some clues for occurrence and persistence of regional disparities and for suggesting a development model synchronising both the resource management and environmental protection.
