[...] Regulators need to strike a balance between the advantages of the "laboratory of federalism"86 approach that promotes the necessary innovation in response to a new trend and the risk of disparate rules in different provinces and states making testing and production more onerous, and deterring investment.87 This can be balanced by regular cooperation at various levels of government.
