But, in consequence Of the great increase in the amount Of annual legislation, which has Since taken place, this is no longer possible, within the space allotted to this subject; and, it is hardly desirable, inasmuch as almost the entire mass Of legislative proceedings consists Of private acts and Of what may be called sovereign administrative acts; while.
