Book excerpt: Any penalty assessed on escaped personal property discovered and placed on the tax rolls prior to July 1, 1995 should be collected under K.S.A. 1994 Supp. 79-1427a at the rate of 100% per calendar year within the four year statute of limitations. Any penalty assessed on escaped personal property discovered after July 1, 1995 should be assessed at the rate of 50% per calendar year for each year during which property was underreported or escaped within the two year statute of limitations set out by 1995 house bill no. 2113, section 1(c).
