Book excerpt: This publication contains the conclusions and recommendations of the colloquium held on 19-22 November 1984 co-sponsored by the Faculty of Law of the University of Cartagena de Indias, the Regional Centre for Third World Studies and the United Nations High Commissioner for Refugees, under the auspices of the Government of the Republic of Colombia, plus a preliminary version of a working paper by the UNHCR on the relevant international instruments currently in force, experiences in the application of those instruments and the various legal and humanitarian problems arising from large-scale influx of asylum seekers in the countries of Central America, Mexico and Panama. Recalling different manifestations and initiatives that established important landmarks for the analysis and consideration of the refugee situation in Central America, Mexico and Panama, especially the commitments with regard to refugees included in the Contadora Act on Peace and Cooperation reproduced in the text, the participants adopted the Cartagena Declaration which recommends, among others, the necessity for the countries of the region to adopt national laws and regulations, apply, ratify or accede to international instruments concerning the refugees, reinforce resources and cooperation for protection and assistance in the region.
