As a result, it became necessary to expedite the environmental investigation and cleanup process, as necessary, prior to the release and reuse of Army Base Realignment and Closure (BRAC) property. The BRAC environmental restoration program was established in 1989 with the first round (BRAC 88) of base closures and continued with subsequent rounds (BRAC 91, BRAC 93, etc.). As a result of the BRAC program, Fort Holabird Crime Records Center has been investigated to determine its environmental condition.
