The British Empire rests on the possession of the sea, and while this condition lasts the Empire cannot be irreparably harmed. An invasion of any part of it can only take place through the vulnerability of the navy, because an invasion of it is possible only by sea with two exceptions, of which India is one. India can be invaded by land, and it becomes necessary, therefore, to form in this vast country an army adequate for its defence. More over, from the very condition of our rule in India it is apparent that our task in defending it demands a strong and efficient army, because British policy in India must avoid the appearance of weakness.
