The extent to which the State, in the course of this struggle, was led to assume control over theological education, as also over other matters of immediate concern to the Church, was regarded by not a few Protestants as exceeding the just limits of secular authority. On the part of the State authorities themselves, it was rather a perplexing exi genoy, than a desire to magnify their own prerogatives, which dictated the restrictive legislation.
