Numerous regional and local economies are highly dependent upon the production of wood products, which are also important inputs to other industries, especially housing. It has been estimated that 14 percent of the cost of a new single-family home consists of expenditures on lumber and wood products. The slump in housing starts that accompanied the recent recession severely impacted the wood-products industry. This impact was most serious in western states where many producers are dependent upon public timber supplies. A number of important policy questions have been raised because of apparent causality in this relationship between the public and private sectors.
