Book excerpt: Excerpt from Report of the Commissioner of Education for the Year Ended June 30, 1915, Vol. 1 Sir: I have the honor to transmit herewith the manuscript for Volume I of the report of the Commissioner of Education for the fiscal year ended June 30, 1915. It has been found wholly impossible to complete the preparation of the material for Volume II by October 15, 1915, the time when, according to law (38 Stat. L., it Shall be submitted for publication. Inasmuch as it will never be possible to have the material of Volume II of this report ready for the printer before December 31, nor to pre pare the material for Volume I with the necessary care and fullness of information much before that time, I respectfully recommend that the act referred to be so amended as to extend to that date the time within which the manuscript of this report may be transmitted to the Public Printer for publication. I also recommend that Congress be asked to pass a special act authorizing the printing of Volume II of the present report at such time as it can be prepared. Not later than February 15, 1916.
