Book excerpt: The Federal Highway Administration (FHWA), in striving to meet the Nation's need for the safe, efficient, and environmentally sound transport of people and goods, is continuing to work toward the creation and nurturing of leveraging partnerships. Closer collaboration between Federal, State, and local entities improves communication and cohesion between the organizations. The formation of the partnerships also creates powerful potential for the broad public-private interest alliances to establish agendas that further benefit the highway community. However, the ultimate benefit of the FHWA's partnering ventures is advancement toward better, safer roads at the lowest cost possible.
