It is the result of a special symposium of the nation's leading experts convened by the International Energy Seminar at Harvard's Center for International Affairs to explore the various options for reshaping gasoline demand. There is no easy answer, but the worst course is to do nothing. If we are to solve the dependence dilemma, we must do it ourselves.
