Foreign Agricultural Trade Statistical Report, Fiscal Year 1975: A Supplement to the Monthly Foreign Agricultural Trade of the United States Agricultural exports under specified Government programs (table 7) include exports under programs authorized by Public Law 480, as amended. Agricultural exports outside specified Government programs (sales for dollars) include, in addition to unassisted commercial transactions, shipments of some commodities with governmental assistance in the form of (1) barter transactions involving overseas procurement for u.s. Agencies, which benefit the u.s. Balance of payments and rely primarily on authority other than p.l. 480; (2) extension of credit and credit guarantees for relatively short periods; (3) sales of Government-owned commodities at less than domestic market prices; and (4) export payments in cash. Apparent excesses of exports under specified Government programs over total exports, which result in negative values in the column Agricultural exports outside specified Government programs, may be due to lags in reporting, differences in valuation proce dures, or the recording of the export as destined for the country through which transshipment was made. Donations through the United Nations Relief and Works Agency (unrwa) for the relief of Palestine refugees, United Nations Children's Fund (unicef), and United Nations Relief Organization of Dacca (unrod), are not reported by country of destination. They are shown in the item Country of destination not reported in the column Agricultural ex' ports under Specified Government programs.
